A proposed agreement between the Capitol and an urban poor association in barangay Apas was placed on hold after the group declined to attend the signing yesterday, citing the complaint they filed in court against the province as basis for their no-show. "Nibalibad sila sa meeting. Gi advisan kuno sila sa ilang abogado nga dili lang usa makig meet sa atong gobernadora (They begged off from the meeting. They were advised by their lawyer that they shouldn't meet the governor)," said Capitol consultant Rory

Governor Gwendolyn Garcia denied speculations she pressured Deputy Ombudsman for the Visayas Pelagio Apostol to clear her name in the ongoing investigation of the Cebu International Convention Center (CICC) project. "You know very well whom I supported to become deputy ombudsman and it was (Ombudsman Director Carla) Tanco. So in that sense, I don't see how any pressure can be applied on Deputy Ombudsman Apostol, who himself was welcomed by those aspiring for the post," Garcia said. Out of delicadeza,

THE sale of South Road Properties (SRP) lots through a Swiss Challenge has been approved by the Commission on Audit (COA), Cebu City Mayor Tomas Osmeña said yesterday. Osmeña, meanwhile, called a Capitol official's warning to SM Prime Holdings Inc. on the SRP a "veiled threat." In his news conference yesterday, Osmeña asked why Capitol insists that the City needs an authority from Congress to dispose of SRP lots when the Provincial Government also did not ask for authority to buy land that is underwat

It’s a veiled threat, anyone can see through that... Imagine, you need a congressional approval for the SRP lots sale, but to buy lot underwater, you don’t need approval from Congress? But even with congressional approval, you can’t buy a lot that’s underwater   -Tomas Osmena

SINCE the Province is operating the Cebu South Bus Terminal (CBST) in its proprietary capacity, Cebu City officials believe it is not exempt from local taxes, and its lack of a business permit is a ground for the terminal's closure. Mayor-on-leave Tomas Osmeña and City Attorney Joseph Bernal-dez also believe officials of the Province can be charged with extortion for collecting the P5 terminal fee without any enabling ordinance. A comparison between plans for the Balili property and the proposed Transaxial Highway of Vice Gov. Gregorio Sanchez in a scheduled presentation before the Provincial Board is "inappropriate" at this time, a board member said yesterday. Gastardo told CEBU DAILY NEWS. Gastardo said it was best that the board's ad hoc committee looking into the Balili estate purchase should be allowed to to submit the results of their inquiry.

That highway would be filled up in the next 15 to 20 years, that's why we need a new coastal road   -Gregorio Sanchez
